1. In order to attract high-quality submissions:
- Invites and manages Technical Program Committee Members and their activities
- Participates in the dissemination efforts
2. In order to start the review process:
- Following plagiarism check, validates all submissions
- Assigns every paper to a TPC Member
3. In order to finish the review process:
- Makes preliminary decisions on papers after Program Committee Members deliver recommendations
